This document is a practical guide aimed primarily at promoting strategies to improve access to social protection, develop comprehensive early childhood actions, ensure the educational inclusion of adolescents who are out of school, create healthy environments, promote sexual and reproductive health care among adolescents, and foster violence-free spaces—particularly in relation to Municipal Care Strategies.

This guide is intended for the technical teams of the municipalities that are part of MUNA; that is, public officials at the local government level. We hope that these materials will support their work and provide concrete proposals to help address key challenges and strengthen their public management efforts.
