Press Release - 1 July 2025 - Towards a Bi-Regional Care Pact between Latin America and the Caribbean
The Care Pavilion hosts the Forum on the Bi-Regional Care Pact between LAC and the EU, led by the EU-LAC Foundation with the Government of Spain, the Government of Colombia, ECLAC, UN Women, GIZ, and the Global Alliance for Care.
Seville, July 1, 2025 — The second day of the Care Pavilion was marked by the Multi-Stakeholder Forum on the Bi-Regional Care Pact between Latin America, the Caribbean, and the European Union, led by the EU-LAC Foundation in collaboration with the Government of Spain, the Government of Colombia, ECLAC, UN Women, GIZ, and the Global Alliance for Care.
The Forum was structured in two parts — a high-level political segment and a technical-participatory session — bringing together authorities in cooperation, foreign affairs, finance, social policies, and gender equality, as well as representatives of multilateral organizations and civil society. Discussions focused on the why, what, and how of a future Bi-Regional Care Pact, looking ahead to its presentation at the upcoming CELAC-EU Summit (Colombia, November 2025) and the ECLAC Regional Conference on Women (Mexico, August 2025).
The Forum is part of a broader process launched following the EU-CELAC Summit in Brussels (2023), aiming to formalize a shared roadmap toward gender-responsive, comprehensive care policies through innovative models of international cooperation.
Reproductive health and care: a key link for equality
Another highlight of the day was the panel “Reproductive Health and Its Connection to Care Policies in Latin America and the Caribbean”, held in the main auditorium of Casa de la Provincia. Organized by IPPF ACRO, Gestos Soropositividade Comunicação e Gênero, and the FEIM Foundation, the session emphasized that sexual and reproductive rights are an essential pillar of care systems.
Moderated by Mabel Bianco (President of FEIM), the panel featured insights from Alessandra Nilo (IPPF ACRO), Juliana Cesar (Gestos), Cristina Hernández (Director of Spain’s Institute for Women), and Bibiana Aido, representative of the UN Women office in Colombia. Speakers reflected on progress in care-related public policies, funding challenges, and the urgency of maintaining an intersectional perspective in response to the rise of global conservatism.

The program on Wednesday, July 2 will continue to explore the connections between care, development, and international financing. The day will begin with the Alliance Breakfast, an in-person space for Global Alliance for Care members to align strategies and strengthen partnerships.
Key moments will include the panel “Financing Care through an Equality Lens”, led by the Spanish Ministry of Equality; the official launch of the global initiative “Investing in Care for Equality and Prosperity” — one of the flagship actions of the Seville Action Platform; and the UNDP workshop “Investing in Our Future”, focused on care systems as drivers of inclusive social and economic development. The day will close with a dialogue hosted by FAMSI, addressing financing local economic development as a path toward more equitable and inclusive growth.
